Qatar 2022, discovered "the tax of sin"

A question arises naturally. The tax should be seen as an act of mercy of "let you drink with whom to give an extra contribution", that is, a kind of punishment?
 Or is it a cunning measure of those who want to benefit from sin? 

Among others, foreigners will not be able to drink in public to respect the tradition of the host country, but some special areas will be created to enjoy alcoholic beverages.

Anyway, those who are going to shake a lot of money to go to Qatar and enter the stadium will almost be forced to remain dry, always if they do not want to drop the bank account.
